Security Council resolution late Tuesday that would have condemned Israel for building a barrier that cuts into the West Bank. The American veto came after the United States suggested an alternate draft that would have called on all parties in the Middle East struggle to dismantle terrorist groups. The United States was the only country to vote against, using its veto as one of five permanent members of the council.

Four of the 15 members of the Security Council abstained: Bulgaria, Cameroon, Germany and Britain. S. Koreans plan N. Korean talks SEOUL, South Korea A South Korean delegation traveled to North Korea on Tuesday for Cabinet-level talks on Pyongyang's development of nuclear weapons, a program that has heightened international tensions with the isolated communist state. Before the delegation left, Seoul said it would donate 100,000 tons of fertilizer to the impoverished North, where food shortages are chronic.

North Korea asked for the donations last month, saying earlier aid "helped invigorate inter-Korean relations." The Cabinet-level meetings in Pyongyang, which end Friday, are the 12th held since an inter-Korean summit in 2000 led to a series of joint reconciliation projects. Serbs, Albanians clash on province VIENNA, Austria In the first face-to-face talks between Serbs and Kosovo Albanians since their 1999 war, rival leaders clashed Tuesday over the future of the ethnically tense Balkan province. The symbolic U.N.-sponsored talks were supposed to avoid the contentious issue of Kosovo's future status: whether it will gain independence, as demanded by the ethnic Albanians, or remain a part of Serbia, as called for by the Belgrade leadership. Kosovo's ethnic Albanian leaders insisted Tuesday on outright independence, while Serbs rejected such plans. The ethnic rivals refused even a ceremonial handshake before the session started.

NATION Church robbed of $8,000 BALTIMORE A man held a gun to the head of a church secretary and forced a Roman Catholic priest to hand over nearly $8,000 in Sunday collections, police and the woman said. The robber knocked on the door of the Shrine of the Little Flower about 9 a.m. Monday, saying he wanted to donate clothes. When the secretary opened the door, the man showed her a semiautomatic weapon and demanded money, Moses said. The woman took the robber to the Rev.
